Business Information Technology (BIT) Advisory Board

Kermit Doede is an accomplished information technology and implementation executive with a career dedicated to delivering ERP solutions for government agencies, research institutions, universities, and K–12 school systems. A graduate of Central Washington University with a degree in Management Information Systems, he has consistently worked at the intersection of business, technology, and education. Kermit currently serves as Vice President of Implementations at Govineer, a govtech platform company that owns and supports a growing portfolio of ERP-focused businesses serving local governments nationwide. In this role, he leads implementation strategy across a robust suite of solutions designed to simplify operations, strengthen partnerships, and improve how government organizations serve their communities. Previously, Kermit held senior implementation leadership roles at Oracle, where he guided complex, large-scale public sector deployments. He remains deeply committed to mentorship and service, and is proud to support the BIT Advisory Board, recognizing the critical role that guidance, internships, and mentorship play in helping students successfully transition from university to their careers.

Thomas Jernejcic is a Professor of Computer Information Technology at California Baptist University (CBU). He received his BA in Business Administration from CBU and MS and PhD degrees in Information Systems (IS) from Dakota State University (DSU) with specializations in Data Management and Information Assurance and Computer Security. He has served as Program Coordinator for various IS BS degrees such as Computer Information Technology and Cybersecurity and served as Director of the MS in Information Technology Management program and Director of Online Education at CBU, Jabs School of Business. His 34 years of IS industry experience includes various roles such as programmer analyst, software engineer, systems programmer, system administrator, and database administrator as well as supervising and managing others in similar roles. Platforms include mobile, desktop, midrange, mainframe, and cloud-based architectures hosting a variety of database management systems supporting a variety of application and ERP environments. His primary research interests include privacy, information assurance, cybersecurity, cloud computing, big data, and gamification. He has participated as peer reviewer on multiple publications. He is a member of the Association for Information Systems (AIS).

Julian is a Systems Engineering Manager and U.S. Navy veteran with a background in cyber systems engineering, business management, and operations. As a double CBU alum, he is proud to bring real-world experience back to the university through his service on the advisory board.

Cherie Noteboom is a Professor of Information Systems in the College of Business and Information Systems, Coordinator of the PhD in Information Systems and Co-Director of the Center of Excellence in Information Systems at Dakota State University. She holds a Ph.D. in Information Technology from University of Nebraska-Omaha. In addition, she has earned an Education Doctorate in Adult & Higher Education & Administration & MBA from the University of South Dakota. She has a BS degree in computer science from South Dakota State University. She researches in the areas of Information Systems, Healthcare and Project Management.

Her industry experience runs the continuum from technical computer science endeavors to project management and formal management & leadership positions. She has significant experience working with Management Information Systems, Staff Development, Project Management, Application Development, Education, Healthcare, Mentoring and Leadership.

She has served on several Nursing College Advisory Boards, YMCA Board of Directors and K12 School Board. Noteboom actively participates in PMI, AIS, ACM and HIMSS. She has held the Project Management Professional (PMP) designation since 2000. Noteboom enjoys running, fishing, reading, photography and travelling.

Juan Piacquadio, CIO and VP of IT, is a transformative technology leader with over 20 years of experience in healthcare and life sciences. Renowned for driving digital innovation and aligning IT with strategic goals, he empowers diverse teams to achieve excellence. Recognized among Virginia's Top 25 Healthcare Technology Leaders in 2023 and a 2025 CapitalCIO ORBIE Award finalist, Juan is a sought-after speaker and published author, contributing thought leadership on industry transformation and cybersecurity to advance the field.

Dan Puser serves the board with 40+ years in I.T. in architecture and operations, with specialization in Databases and with Cloud.

Frank Teruel is a technology executive with a passion for financial inclusion and deep domain expertise in cyberthreat, digital identities, and online fraud and scam prevention. Frank is COO of Arkose Labs, the leading bot management and account security company. At former companies, he has held GM, SVP, and COO positions, reflecting the breadth of his business acumen and experience. Frank has spent the majority of his career in leadership roles at Silicon Valley public and private companies in the digital identity and cybersecurity space. He was the CFO for Mitek Systems (NASDAQ: MITK) prior to Arkose Labs. As ThreatMetrix GM, Frank was instrumental in the successful $830M all-cash acquisition by RELX (London: REL; Amsterdam: REN; New York: RELX). He is known for building high-performing teams and delivering material business outcomes. Frank is a frequent speaker and thought leader on cybersecurity threats, digital identities, and online fraud prevention topics. Currently, he also serves as adjunct professor in the MBA program at Santa Clara University's Leavey School of Business, imparting real-world experience to right-now issues, helping develop the next generation of business leaders. He has relished this role for more than 13 years. His career began at PriceWaterhouseCoopers.
