Health and Safety: Spring 2021 Specific Actions Plan

  • Campus Access

    1. Campus access will be managed by Safety Services. Vehicles that do not display a CBU parking permit will be stopped to verify basic identification and purpose of visit.
    2. Use of campus facilities by external groups is suspended.
    3. Employees, students and visitors will participate in self-screening and verify participation.
  • Face Coverings and Social Distancing

    1. All persons entering campus will be required to possess face covering.
      1. The use of face coverings will be required throughout campus.
      2. Fabric face masks and/or gaiters-style face covering will be issued to students, faculty, and staff.
      3. University personnel may issue masks to guests and visitors who do not have face covering.
    2. Social distancing guidelines may be accomplished through:
      1. Paths of direction;
      2. Physical and electronic queuing;
      3. Decreasing availability and/or placement of furnishings in common areas.
  • Employees / Workspace

    1. Social distancing guidelines will be observed, whenever possible.
    2. Reduced contact may be accomplished through:
      1. Physical setup of workspaces;
      2. Installation of acrylic shields in reception areas;
      3. Remote meetings, appointments and other forms of interaction; and
      4. Alternating work schedules.
    3. Disinfectant supplies and personal-use bottles of hand sanitizer, as well as refills, will be made available.
  • Class Attendance / Academic Areas

    Reduced contact may be accomplished through:

      1. Social distancing;
      2. Paths of direction;
      3. Modified seating arrangements;
      4. The use of face shields and or masks;
      5. Use of alternative spaces and venues;
      6. Live/Synchronous remote instruction; or
      7. Electronic communication and/or collaboration, as necessary.
  • Campus Housing

    1. Reduced density will be practiced in all living areas.
    2. Reduced contact and social distancing may be accomplished through:
      1. An expanded move-in schedule and staggered check-in by living area, floor, and/or room assignment;
      2. Limiting the number of guests who assist with move-in;
      3. Designating path of direction on campus during move-in;
      4. Modifying capacity, set-up, and furnishing arrangement of common areas;
      5. Restricting entry into residential areas.
    3. Residential students will be required to undergo temperature screening and symptom checks on a regular basis.
    4. Work Orders and Maintenance Related to Housing
      1. Work orders will be submitted and processed electronically.
      2. Residents will be provided electronic notification of completed work orders.
      3. Maintenance and repair of facilities may occur when units are vacant and/or during times which residents are not present in specific rooms/areas.
  • Co-Curricular Activities

    In-person activities are canceled, including but not limited to intramural sports, clubs, program lectures, etc.

  • Campus Cleaning

    1. Level One cleaning and disinfection is occurring in all campus areas. This level uses standard EPA-approved disinfectants to sanitize critical items that come into contact with skin (hands), which include shared articles that employees and students touch (touch points) include, but are not limited to:
        • Light switches
        • Telephones
        • Remotes
        • Handrails
        • Chair rails
        • Handles (doors, cabinets, copiers, refrigerators, etc.)
        • Buttons (elevators, copiers, time clocks, HVAC, etc.)
        • Restroom fixtures (faucet & toilet handles, dispensers, counter surfaces, diaper changing stations, etc.)
      1. Cleaning and disinfection of residential areas (bathrooms, laundry rooms, common areas, etc.) will occur at regularly scheduled intervals.
      2. Cleaning and disinfection of offices and classrooms will occur during operating and non-operating hours.
      3. Cleaning and disinfecting of restrooms will occur at regularly scheduled intervals;
      4. Cleaning and disinfecting of dining areas will occur at regularly scheduled intervals;
      5. Disinfectant supplies will be provided for cleaning shared (i.e. copiers) and personal equipment (i.e. phones, computers).
      6. Porters will address the increased frequency of restroom cleaning and disinfection.
    1. Level Two cleaning and disinfection will occur in areas designated for isolation and areas that were occupied by individuals who exhibited symptoms of COVID-19 or tested positive.
    2. Academic Areas Cleaning 
      Cleaning of areas in which instruction takes place may be accomplished through:
      1. Cleaning and disinfection of academic and common areas during non-operation hours;
      2. Providing hand sanitizing stations;
      3. Providing sanitizing wipes for seats, work surfaces.
    3. Supplies
      Facilities and Planning Services will verify contractors procure sufficient disinfectant cleaning supplies to ensure enhanced cleaning (Level One and Level Two) throughout campus.
  • Dining Plan

    1. Social distancing guidelines will be observed.
    2. Capacity management may be accomplished through;
      1. Queuing;
      2. Mobile ordering;
      3. Carry-out options; or
      4. Outdoor seating options.
      5. Indoor seating will be available as public health guidelines permit.
    3. Reduced contact will be accomplished through closure of self-serve and direct contact surfaces and the installation of acrylic shields.
    4. Cleaning and disinfecting will take place at regular scheduled intervals.
    5. Customer traffic control will be accomplished through visual signage and single-direction entry and exit where possible.
  • Athletics Plan

    1. Athlete health and safety will be accomplished through active testing, monitoring, a referral:
      1. COVID-19 test will be performed upon initial arrival to campus;
      2. Verbal (symptoms, exposure) and temperature screening will be conducted prior to participation;
      3. Students who, present COVID-19 symptoms will be required to comply with isolation protocol and/or undergo further analysis or testing.
    2. Sanitization of equipment, locker rooms, training areas, practice/competition areas, and general use areas may be maintained through:
      1. Cleaning and disinfecting at regularly scheduled intervals;
      2. Electrostatic sprayers; or
      3. Dry ozone sanitization (Sani Sport®).
    3. Equipment, training facilities, and fitness areas will be cleaned and disinfected at regularly scheduled intervals.
  • Transportation

    1. Social distancing guidelines will be observed.
    2. Cleaning and disinfecting of vehicles will take place at regularly scheduled intervals.
    3. Reduced contact may be accomplished through;
      1. Queuing;
      2. Passenger distancing; or
      3. Separate entry and exit paths, as available.
    4. Hand sanitization stations will be provided.
  • Symptomatic Individuals

    1. Symptoms of COVID-19 may include some combination of the following:
      • Fever (100.4° F or higher)
      • Chills or repeated shaking with chills
      • Muscle or body aches
      • Cough
      • Headache
      • Shortness of breath or difficulty breathing
      • Sore Throat
      • Chills
      • New loss of taste or smell
      • Repeated shaking with chills
      • Nausea or Vomiting
      • Diarrhea
      • Congestion or runny nose
      • Unexplained fatigue
    2. A written report (case) will be created for each individual who has tested positive for or known to exhibit symptoms of COVID-19.
      1. Follow up for each case will be assigned to an appropriate staff member.
      2. Follow up will include interviews, assessment, and potential referral for contact tracing.
      3. The Office of Student Care will oversee the management of cases.
    3. Residential students who are known to exhibit symptoms of COVID-19 will be directed to an isolation area for further analysis and testing.
    4. Individuals known to exhibit symptoms of COVID-19 will not be permitted to remain in academic areas.
    5. Employees, commuter students, and visitors who are known to exhibit symptoms of COVID-19 will not be permitted to enter or remain on campus.
    6. Individuals who experience any of the following COVID-19 emergency warning signs* should seek emergency medical care immediately:

        • Trouble breathing
        • Persistent pain or pressure in the chest
        • New confusion
        • Inability to wake or stay awake
        • Bluish lips or face

      *This list is not all possible symptoms. Individuals should contact their medical provider for any other symptoms that are severe or of concern.

  • Probable Exposure

    1. Self-isolation will be required for individuals who:
      1. Live with or shares communal space with a person(s) who has symptoms of COVID-19.
      2. Know of someone in their support bubble and/or friend group who has symptoms of COVID-19 or tested positive.
      3. Have been told that they have been in contact with someone who tested positive for COVID-19.
    2. Individuals who think or know they have or likely had COVID-19 will be directed to begin a fourteen (14) day period of isolation, which includes:
      1. Abstaining from leaving their home/housing assignment.
      2. Monitoring symptoms and maintaining a temperature record a minimum of twice daily (morning and evening) during each day of isolation.
      3. Using a separate bathroom, if possible.
      4. Avoiding contact with others and pets.
      5. Abstaining from sharing household items, such as cups, towels, and utensils.
      6. Wearing a cloth face covering when around other people, if able.
    3. Individuals who have been in close contact with someone who has COVID-19 need to begin isolation and can typically be with others after:
      1. Fourteen (14) days have elapsed since the last day of probable exposure or COVID-19 symptoms first appeared; and no symptoms have been experienced within the final three (3) days of isolation. OR
      2. Isolating for ten (10) days, being symptom free, and receiving a negative COVID-19 test result.

    4. Individuals who experience any of the following COVID-19 emergency warning signs* should seek emergency medical care immediately:
      • Trouble breathing
      • Persistent pain or pressure in the chest
      • New confusion
      • Inability to wake or stay awake
      • Bluish lips or face

    *This list is not all possible symptoms. Individuals should contact their medical provider for any other symptoms that are severe or of concern.

  • Isolation Plan

    1. For the purpose of clarity related to this plan, two (2) forms of isolation have been defined.
      1. Observational Isolation – isolates residential students who arrive from areas of concern and/or are awaiting COVID-19 test results from members of the campus community who are otherwise healthy.
      2. Symptomatic Isolation – isolates residential students who present COVID-19 symptoms, require further analysis or test, and/or have been diagnosed with COVID-19 from people who are otherwise healthy. Specified housing, that provides single-occupant rooms and private baths, will be available for such students.
    2. Specified housing, that provides single-occupant rooms and private baths, will be available for residential students who, present COVID-19 symptoms, have been quarantined, and/or require further analysis or testing.
    3. The University will develop and adhere to written Isolation Protocol.
    4. Isolated students will receive a written copy of and be required to abide by the University’s Isolation Protocol.
    5. Arrangements to continue academic work and access campus services and/or resources will be proactively made available with students who have been isolated.
    6. Isolated students who require medical attention will be referred to appropriate healthcare facilities.
    7. Isolation areas will be cleaned and disinfected at regularly scheduled intervals.
    8. Living spaces that were previously occupied by individuals who have been quarantined will be professionally cleaned and disinfected.
    9. All suspected COVID-19 cases will be reported to the Riverside County Health Department.
    10. Meals
      Isolated students will be provided meals through scheduled contactless delivery. (refer to Addendum C for details).
  • Contact Tracing

    1. Plans for contact tracing will be coordinated with and use protocols specified by the Riverside Medical Clinic, the Riverside County Health Department, and other applicable state and local health agencies.
    2. The University will establish a contact tracing team that will utilize relevant departments, resources, and technology best suited for the campus. This team will be trained and available to respond to probable and known COVID-19 cases.
    3. Contact tracing efforts will include four key steps:
      1. Identifying and notifying known cases of their confirmed or probable COVID-19 status. Provide information regarding isolation and treatment.
      2. Interviewing cases and help them identify the people they were in contact with during their infectious period.
      3. Locating and notifying contacts of their potential exposure, interviewing them to see if they have symptoms, provide information regarding testing if they do (and if they don’t), and suggesting arrangements for care if they are ill. Providing instructions on isolation.
      4. Monitoring contacts and soliciting daily reports on each person’s symptoms and temperature for 14 days after the person’s last contact with the individual(s) while they were infectious.
    4. Contact tracing will be conducted when:
      1. An individual has known exposure to a person(s) with COVID-19.
      2. An individual lives with or shares communal space with a person(s) who has been exposed to or tested positive with COVID-19.
      3. An individual experiences direct exposure to a person(s) who has tested positive with COVID-19 (Note: the CDC defines Direct Exposure as being within six (6) feet of someone with suspected or confirmed Covid-19 for more that 15 minutes. This can be cumulative, not all 15 minutes need occur at one time.)
  • Procurement and Supply Chain Management

    1. Appropriate steps have been taken to procure cleaning and disinfecting supplies, hand sanitizer, masks, and gloves.
    2. Suppliers may be required to undergo University screening prior to being permitted to make deliveries
    3. Delivery drivers will not be permitted to enter any University facility, without prior authorization by a University official.
  • Mandated and Recommended Actions
