Dependent Information

Welcome Dependents!

Here you will find all the information you need to use your VA Educational Benefits. Typically, 1/3rd of our VA educational beneficiaries are children and spouses of Servicemembers.

Chapter 33 - Transfer of Entitlement (TOE) under the Post 9/11 GI Bill

Eligible Servicemembers may transfer all 36 months or the portion of unused Post-9/11 GI Bill benefits (unless DoD or the Department of Homeland Security has limited the number of transferable months). If you're eligible, you may transfer benefits to the following individuals: your spouse, one or more of your children, or any combination of spouse and child. PLEASE NOTE: Entitlement MUST be transferred while sponsor is still actively serving.

You MUST call the VA at 888.442.4551 if additional changes have been made to your entitlements.

To receive your Ch 33 TOE GI Bill, Submit:

1. CBU's Request to Begin Veteran Benefits

2. Veteran Administration's Application:

  • FIRST TIME USER: Application for VA Education Benefits (VA Form 22-1990E). Submit online through VONAPP and provide CBU a copy.
  • IF YOU HAVE USED YOUR BENEFITS AT ANOTHER SCHOOL: Request for Change of Program or Place of Training (VA Form 22-1995). Provide original directly to CBU.

*Banking information is not required on copies provided to CBU.

3. Certificate of Eligibility (COE) dated within the last 30 days or since last date of separation from previous institution.

4. Your sponsor's DD-214 (if no longer Active Duty).

5. CBU's Yellow Ribbon Application

You may scan and email, fax at 951.343.4903 (ATTN: VETERANS), mail, or drop the completed forms in our office during regular business hours (Monday-Thursday 8am-6pm or Friday 8am-4pm).

Yellow Ribbon Program

Only Veterans entitled to the maximum benefit rate under the Post 9/11 GI Bill, as determined by service requirements, or their designated transferees may receive this funding. Spouses of active duty Servicemembers are not eligible for this program. Child transferees of active duty Servicemembers may be eligible if the Servicemember is qualified at the 100 percent rate.

*Spouses: Please submit your sponsor's DD-214 if they retire or leave active duty and qualify at the 100% rate so that you can receive the Yellow Ribbon Scholarship.

**We currently have many Yellow Ribbon scholarships available for both the undergraduate and graduate levels.

Fry Program

The Marine Gunnery Sergeant John David Fry Scholarship (Fry Scholarship) provides Post-9/11 GI Bill benefits to the children and surviving spouses of Servicemembers who died in the line of duty while on active duty after September 10, 2001. Eligible beneficiaries attending school may receive up to 36 months of benefits at the 100% level.

*Please note: Per VA policy, Fry recipients are not eligible for the Yellow Ribbon Scholarship.

Chapter 35 - Dependent's Education Assistance Instructions

To receive your Veterans Education Benefits at CBU, submit:

1. CBU's Request to Begin Veteran Benefits

2. Veteran Administration's Application:

  • FIRST TIME USER: Application for VA Education Benefits (VA Form 22-5490). Submit online through VONAPP and provide CBU a copy.
  • IF YOU HAVE USED YOUR BENEFITS AT ANOTHER SCHOOL: Request for Change of Program or Place of Training (VA Form 22-2495). Provide original directly to CBU.
  • Social security number of the veteran sponsor for individual student.

*Banking information is not required on copies provided to CBU.

3. VA Notice of Basic Eligibility (NOBE) dated within the last 30 days or since last date of separation from previous institution.

Scholarships for Dependents:

As a service to our Veteran Dependent students, we have provided a list of outside scholarship sources. Outside scholarships are offered and awarded by external entities not associated with California Baptist University.

A great place to start would be the Miliatry.com Scholarship Finder. Although not an exhaustive list, below are a list of other websites that offer scholarships for dependents.

Children:

Air Force Aid Society General Henry H. Arnold Education Grant Program

Awarded to dependent children of an Air Force member who is on active duty, who is retired, or who is deceased and was retired or active.

Children of Fallen Patriots Foundation

Provides college scholarships and educational counseling to military children who have lost a parent in the line of duty.

Fisher House Scholarship for Military Children Program

Awarded to children of active duty, reserve/guard, or retired military commissary customers.

Freedom Alliance Scholarship Fund

Awarded to children of veterans or Servicemembers whose death or permanent disability was the result of an operational mission or training injury or who is currently classified as a POW or MIA.

M.G. James Ursano Scholarship Program

A need-based scholarship program established to assist children of Army Soldiers in obtaining their first undergraduate degree. Applicants must reapply each year and may receive assistance for up to four academic years as long as they meet the eligibility criteria explained in the document below.

Marine Corps Scholarship Foundation

Awarded to children of Marines and Navy Corpsman with particular attention given to children whose parent has been killed or wounded in action and those who have demonstrated financial need.

Marines' Memorial Association Scholarship Program

Awarded to dependents and grandchildren of active Marines' Memorial Association members.

Tailhook Educational Foundation (TEF)

Awarded to children/grandchildren of individuals who are serving or ever served as a Naval Aviator, Naval Flight Officer, or Naval Aircrewman (U.S. Navy/U.S. Marine Corps/ U.S. Coast Guard) and individuals who have ever served on board a U.S. Navy Aircraft Carrier in ship's company or the Air Wing.

Children and Spouses:

Fleet Reserve Association (FRA) Education Foundation

Awarded to Navy, Marine Corps, and Coast Guard personnel and their families.

Folds of Honor Foundation Scholarships

Awarded to the spouse or dependent of a veteran or Servicemember who's death or injury was service connected or who is currently classified as a POW or MIA.

Military Order of the Purple Heart Scholarship

Awarded to recipients of a Purple Heart who are also a member of the Military Order of the Purple Heart, or their spouse, child, step-child, adopted child, or grandchild. Spouses, widows and direct lineal descendants of Purple Heart recipients listed as killed-in-action or died of wounds may also be eligible.

ThanksUSA Scholarship Program

Awarded to dependent children or spouses of U.S. military service personnel or retirees.

Tillman Military Scholarship

Awarded to active-duty Servicemembers, veterans and military spouses who are committed to a life of service in and out of uniform.

Veterans United Foundation

Awarded to active duty Servicemembers, veterans, surviving spouses or children of fallen service members as well as active duty and veteran dependents.

ATT Fallen Heroes' Scholarship

Awarded to spouses, children and step-children of United States military Servicemembers who were killed in action

National Military Family Association, Scholarships for Military Spouses

Awarded to spouses of active duty, reserve, guard, retired, medically retired, wounded or fallen Servicemembers.
